Yes, you can use CL_PRETEND_VERSION=1.1 option during building.
Should this bug belong to PyOpenCL (this will also allow
me to close it when I update PyOpenCL with Breaks: fix you proposed)
or can it stay attached to nvidia-libopencl1?
