Unfortunately the SDK is not redistributable, not even in non-free:

Quoting from the SDK EULA:

  The materials available for download to Developers may include [...]
  certain art work ("Art Assets") [...]
  [...]
  Art Assets:  Developer shall have the right to modify and create
  Derivatives of the Art Assets, but may not distribute any of the Art
  Assets or Derivatives created therefrom without NVIDIA's prior
  written consent.

The only option I see is to include some "download-and-install-cuda-sdk"
script in the nvidia-cuda-toolkit package, in case someone would provide
it. Or someone could ask NVIDIA about this ... and/or debian-legal@
