I was asking because you followed up on a bug report assigned to the
(proprietary) nvidia-driver. But since you are not using this driver,
although experiencing a similar problem, it's probably best if you file
a new bug against udev to discuss your problem with the respective
package maintainers. We nvidia maintainers cannot help with your
specific problem.
