As you suspected it's indeed generated by Doxygen. But it also looks
like it's not really just jquery.js but it includes specific Doxygen
code, and the maintainer already raised an issue with Lintian [1],
since, as he says, many packages that try to fix that warning then end
up with a broken doc.

It also sounds like the maintainer might in the near future change the
package to rename the javascript, so that Lintian won't flag it anymore
[2].

So given that it might go away soon, and that fixing it by using the
libjs-jquery package might actually break the doc, I would suggest we
leave it alone. Thoughts?
