testing packages against nvidia-cuda-toolkit 7.0

Hi All

7.0.28-2 hit the ppc64el buildd in Ubuntu and FTBFS with the following 
error (full build log [1]):

dh_shlibdeps -X/stubs/ -- -llibcuda
dpkg-shlibdeps: error: couldn't find library libexpat.so.1 needed by 
debian/nvidia-cuda-gdb/usr/bin/cuda-gdb (ELF format: 'elf64-powerpcle'; 
RPATH: '')
dpkg-shlibdeps: warning: package could avoid a useless dependency if 
debian/nvidia-cuda-gdb/usr/bin/cuda-gdb was not linked against 
libncurses.so.5 (it uses none of the library's symbols)
dpkg-shlibdeps: error: cannot continue due to the error above

I added a build-dependency on libexpat1 [ppc64el] and it fixed the 
problem in 7.0.28-2ubuntu1.  I have committed the change to SVN.
