Building newer releases from SVN

This is a reply on a (large) message I send earlier which is probably waiting 
in the review queue.

After removing libnvidia-cfg1 and installing libvulkan1 I was able to 
successfully complete the install.
So a Breaks/Replaces (I think) and an extra dependency should be all that is 
needed for a smooth install.
