Bug#838395: libvdpau FTCBFS: fails to pass --host to configure

libvdpau fails to cross build from source, because it doesn't pass
--host to configure and thus uses the build architecture toolchain.
Replacing the explicit ./configure invocation with dh_auto_configure
fixes the cross build, because dh_auto_configure knows the right flags.
It also simplifies the rules file. Please consider applying the attached
patch.
