please confirm build instructions in debian/README.source

Dear Maintainers,

I have a bug report on file with Nvidia for which they have asked me
to try driver version 384.59.  I know if I use Nivida's installer,
it will mess up my system completely.  So I am hoping to build proper
Debian packages using source package nvidia-graphics-drivers with
Nvidia's installer.

I am writing to ask whether the instructions in debian/README.source
are up to date and are likely to be sufficient to enable me to build
version 384.59.  (I have already hit a failure in the first step,
which is uscan --report, and before continuing I thought it wise
to check in.)

I believe it may be related to Debian bug #792113.
