Bug#883313: OpenCL clCreateContext fails in 384.x

With the latest update (384.x) OpenCL does not work, it is possible to
reproduce the issue with clinfo:

clCreateContext(NULL, ...) [default]            <checkNullCtx:2241: create context with device from default platform : error 221>

The same error is reported by other applications like darktable.

This was working with the version 375.x.

Let me know if you need additional information or do some testing on my
side.
