nvidia-settings reproducible builds

Hi,

I've sent some patches upstream to nvidia-settings [1] to make the
build reproducible (tested locally with pbuilder and the reproducible
build toolchain [2]).

I've backported and pushed the patches to Alioth, if there are no
objections I'll upload to unstable sometimes tomorrow.
