Suggestion of adding libcupti-dev as dependency to nvidia-cuda-dev

Hi dear maintainers,

     Thanks for your hard work to make CUDA works on Debian.

     I think we can add libcupti-dev as dependency to nvidia-cuda-dev or 
nvidia-cuda-toolkit.

     Because libcupti-dev is part of the toolkit and also a dependency 
of many cuda applications. And it really took me hours to find that some 
header files belong to this package. It would be great if we can make 
these common used headers a dependency of nvidia-cuda-dev or 
nvidia-cuda-toolkit .
