Bug#919647: CUDA 9.2.148 depends on driver version 396.37 or higher

Hello,

it is currently impossible to do any CUDA development and deployment in
(a fresh install of) Debian testing and unstable, due to an
incompatibility between the available CUDA toolkit version and the
available NVIDIA driver versions.

For CUDA 9.2.148, the minimum driver version is 396.37, which is
currently unavailable in testing and unstable. I believe there is an
issue in the dependencies (the Recommends for nvidia-cuda-dev, as well
as the ones for libcudart9.2).

(I understand that reverting to 9.1 is problematic due to the reduction
of available gcc versions, so it might be necessary to migrate 410.x
from experimental?)
