CUDA 10.1 transition

Hi,

I just started the CUDA 10.1 transition. I'll take care of the binNMUs
tomorrow unless someone beats me ;-)

starpu-contrib and caffe-contrib need sourceful uploads, patches are
available from Ubuntu. I can(will) NMU and QA if needed.
