I tried
$ sudo dpkg-reconfigure nvidia-kernel-dkms
and it completed successfully. Trying to load the module afterwards failed
with the same error though.
/var/log/apt/history.log reveals that these were the packages I updated the
day before the breakage occurred:

The only package that seemed related to the bug was the new kernels. So I
updated again today
Upgrade: linux-image-4.19.0-5-amd64:amd64 (4.19.37-4, 4.19.37-5),
firefox:amd64 (67.0.3-2, 67.0.4-1)
I rebooted, and the NVIDIA module was loaded automatically without problems
or needing further intervention. I can only assume the bug was actually
with the new kernels.
Either way, the bug is solved. Sorry for the inconvenience, it seems like
nvidia-driver wasn't at fault at all.
