FWIW, I wasn't able to reproduce this on a test VM with:

apt install nvidia-driver
apt purge '*nvidia*'

or with:

apt install nvidia-driver
apt purge '*nvidia*' nvidia-installer-cleanup+
apt remove glx-diversions

(glx-diversions Pre-Depends on nvidia-installer-cleanup, so to remove
as much NVIDIA stuff as possible before removing glx-diversions, you have
to keep nvidia-installer-cleanup installed.)

Do you have apt logs in /var/log/apt that go back far enough to establish
what order the removals were in?
