CUDA 10.2

Hi,

I've just pushed a 10.2-preview branch to the nvidia-cuda-toolkit
repository. It has not seen any testing beyond building the packages.
It is likely being rebased and rewritten ...

I'm not entirely sure about the nvvmx related changes upstream ...

Upstream is missing one of the Qt libraries (for nsight-compute), I'm
not sure whether mixing it with the (different) version from Debian will
work at all ...

libthrust (packaged separately) should be updated as well, but that will
require packaging of cub (which is no longer embedded (and modified),
but used as a separate project now).

I've no immediate plans for uploading that. The openjdk-8-jre question
should be solved first, too, s.t. we can put 10.1U2 to unstable.
