Hi Maintainer,
sorry, rejected. As currently packaged this can't even go to non-free.
The license (besides being bad, but meh, non-free) has the following
exception, that allows us to distribute it:

2. Distribution. The following portions of the SDK are distributable under the A
greement: the runtime files .so and .h, cudnn64_7.dll, and cudnn.lib.

In addition to the rights above, for parties that are developing software intend
ed solely for use on Jetson development kits or Jetson modules and running Linux
for Tegra software the following shall apply: the SDK may be distributed in its
entirety, as provided by NVIDIA and without separation of its components, for y
ou and/or your licensees to create software development kits for use only on the
Jetson platform and running Linux for Tegra software.

But that part is also the problem here. You do split the components
into two binary packages. The lib and the lib-dev one, as such
violating the "without separation of its components" clause.
To follow the license terms you must violate Debian policy.
Also, the rest of the license is also bad, i dont think we can follow
it at all. Say, clause (1.2 (i)) is: "Your application must have
material additional functionality, beyond the included portions of the
SDK."
