Bug#976605: nvidia-cuda-dev 11.1 in 'testing' works with nvidia-driver 455.45 ; 'testing' has driver v 450.x

The release notes explicitly state

    CUDA 11.1 Update 1 is a minor update that is binary compatible with
    CUDA 11.1. This release will work with all versions of the R450
    NVIDIA driver.

and therefore I downgraded the driver dependency ...

Great job NVIDIA if that doesn't work as documented.

@bluca, @ginggs: Can you verify that 11.1.1 does not work with 450.xx ?
