Please run
   reportbug nvidia-legacy-390xx-driver
(assuming you have that meta-package installed) on the system in 
"broken" state.
This should hopefully collect enough information for me to see what 
happened.

You might also look for /var/log/apt/term.log* to find the one 
containing the transcript of the installation/upgrade of the nvidia driver.

You want nvidia-settings-legacy-390xx. If you tried to install 
nvidia-settings, you may have ended up with a (partial) installation of 
the current driver, and that takes by default precedence over the legacy 
driver.
