I've added a new package nvidia-suspend-common (currently only in 
experimental, but should be usable with the driver in sid or stable, 
too, since it has no hard dependency on any driver component).

Could you try whether this is already sufficient?

According to the docs you need to add
   NVreg_PreserveVideoMemoryAllocations=1
to /etc/modprobe.d/nvidia-options.conf and reboot (or otherwiese reload 
the module). (New uploads will have that line in commented form there.)

The files are there, but I'm not sure whether the unit files still "need 
to be activated".
