ignoring nvidia-cuda-samples autopkgtest failures on arm64

Hi Graham,

it looks like migration of nvidia-cuda-toolkit 11.8 requires the 
autopkgtest failures of nvidia-cuda-samples to be temporarily ignored.

Looks like something is underlinked when using some static libraries ...

I had some more tests running, but my machine crashed (probably only 
unrelated power outage).

PS: I want CUDA 11.8 with driver 525 (or later) in bookorm, CUDA 12.x 
will be post-bookworm stuff
