new cuda using packages for arm64?

Hi Andreas,

The sole reason that I don't upload binaries for arm64 is that I do not
have real arm64 machine to build. Real machine for amd64 and ppc64el
are reachable to me. So please feel free to go ahead if you have the
resource.
