That is probably the missing bit. I've never tested what happens to the
alternatives if these packages are installed manually on a non-nvidia
system.
At least installation will succeed without error and removal will
restore the previous state, but there might be some trigger missing to
set up the alternatives (which is usually activated by the nvidia driver
packages).

Downgrading the severity while I think about it.
Maybe we should have some autopkgtests to ensure the libgl.so.1 symlink
does not disappear.
