Dear Maintainer,

When trying to run `make -f debian/rules prepare` to work on the package
patches, the following quilt invocation fails:

	QUILT_PATCHES=debian/patches QUILT_SERIES=series-manual quilt --quiltrc /dev/null push -a || test $? = 2
	No series file found
	make: *** [debian/rules:73: prepare] Error 1

After reading the ENVIRONMENT section in the quilt(1) manpage, it seems
that QUILT_PATCHES and QUILT_SERIES cannot be defined by environment
variables but only using entries in the quiltrc file.

This error appears with the quilt version in trixie and unstable, so I
think it can even qualify for a stable update as I wanted to patch the
source package in trixie to perform a stable update in the first place
but this error prevents it.

I will provide a patch proposal shortly.
