The issue appears to be fixed upstream.
According to the NVIDIA developer forum, the warning
nv_drm_revoke_modeset_permission is no longer present starting from the
580 driver series.

I tested with NVIDIA Linux driver 580.126.18 on my system, and the
warning no longer appears in dmesg.

This suggests the issue has been resolved upstream in the 580 branch
and later.
