the -dev packages should be coinstallable, too, after I switched
opencl-headers to be M-A: foreign ...

I've implemented most of these changes for nvidia-graphics-drivers
currently in experimental, I'll have to upload nvidia-cuda-toolkit there
as well for the moved .so link, thereafter we could do some tests ...
