It's not clear to me from the s390x logs whether it's still an
endianness issue or there is some other problem specific to s390x. I
have unsuccessfully   tried to set-up an s390x emulator to look into
it.

Not sure what's happening on ARM64, nothing has really changed for
little-endian systems. I've just successfully built it on another
ARM64 system without any issues (although not with the Debian
packaging tools).

I'll email arm64 at buildd.debian.org and ask them to kill the build.
