[Pkg-opencl-devel] Backport libclc to Buster backports

Hello to the Debian OpenCL team,

I hope you're good in the current situation where you're.

I'm making my best to ensure to offer Mesa 19.3 to Buster backports 
because it is needed by some modern hardware and it requires to build at 
least libclc from Bullseye.

Could it be possible for you to backport libclc from Bullseye to Buster 
Backports ?

I could do it only on my downstream repository but I think all the 
community could benefit to a more modern stack.
