It is usually not very helpful to get non-key leaf packages removed 
without an idea what the hardest part of a removal is and a plan for
that.

Filing an RC bug against opencl-clang-18 doesn't make much sense without 
filing an RC bug against ghc.

Usually a good starting point is asking what you have to do to make a 
package a non-key package.

Removing non-key packages does not help with that.
