spirv-llvm-translator-19 depends on llvm-toolchain-19 but the goal is
to not include llvm 19 in forky. The default llvm in forky currently
is 21. spirv-llvm-translator-21 is already in forky and is built on
all architectures that spirv-llvm-translator-19 is built for.
