How fast slapd restarts depends on a several different variables.  You can 
always reduce startup times by specifying the "checkpoint" directive in 
slapd.conf.  Essentially, most of the time to shut down will depend on the 
number (and size) of write-based operations that have occurred since the 
last checkpoint.  If no checkpoint is configured, this can take a long time.
