It looks like you may have accidentally reversed some of the fixes for
DFSG-compliance in the source tarball.  When you create a new source
tarball, before importing it into Subversion, you need to use the
get-orig-source target in debian/rules.  It will take care of sanitizing
the source for DFSG issues.

Thank you very much for tackling importing 2.3.38!  That's been on my list
to look at for a while and I haven't had the time.
