FWIW, I'm going to drop slapi-dev back out of the package for the moment and
reupload as -2, so that we can get this going in unstable; slapi-dev is
orthogonal to everything else we're doing so I don't see any reason to block
on it, then we can have a non-rushed conversation about where this belongs.
