How long slapd takes to start up and listen is a function of the size of 
the database, when there is no existing DB cache.  At Zimbra, we run a loop 
attempts to query the LDAP server for up to 35 seconds, before exiting with 
success or failure.  It basically sleeps 5 seconds after startup, then does 
the loop for 6 iterations of 5 seconds.
