Yes, downgrading to 2.4.17-2.1 and upgrading to 2.4.23-4 worked. 
Somehow I assumed that the upgrade process required a running slapd, 
but this is not the case.

I still think that the info how to recover from such a problem should 
be in README.Debian, though.
