I don't think we ever got back to having that discussion. As James (who
rejected the package) is no longer an ftp-master, we should probably just
try again to introduce the slapi-dev package (at a time when doing so won't
block other critical package work) and reopen the conversation with the
ftp-masters if the concern still stands.
