Perhaps bug #594712 is the answer to this question. I think Peter's patch
is a good one, it lets us avoid hard-coding backend types by name in favor
of automatically detecting those backends with filesystem drivers; and then
we could drop the upgrade_supported_from_backend function altogether.
Matthijs, what do you think - should we go this route, or do we want to
restore the use of upgrade_supported_from_backend?
