[Pkg-openldap-devel] where are the configuration options used by Debian to build a package

The orig.tar.gz file is not the Debian source package; it's the copy of the
upstream source used by Debian. The Debian source package is the .dsc file
together with the other files referenced by the .dsc. The recommended
method for downloading and unpacking a Debian source package is one of the
following:
apt-get source $package_name
or
dget http://server/url/for/package.dsc
dpkg-source -x package.dsc
