Thanks for reporting this bug. I'm sorry it's gone unanswered until now.

I'm not able to reproduce your bug with slapd in squeeze, nor any later
release. Every limits statement I write gets converted properly,
including the example you provided.

If you're still able to reproduce this problem, can you write back and
provide a full slapd.conf that demonstrates it? (Preferably as an
attachment, so line breaks aren't introduced by wrapping.)
