I haven't been able to reproduce this problem in squeeze or later. After 
running 'dpkg-reconfigure slapd' I do get a new, pristine configuration 
and, if I accept the prompt to move the old database away (which your 
debconf info indicates you also did), a new database as well, both using 
the newly chosen settings.

Can you provide any more information that might help me reproduce the 
problem on my system?
