I think there must be some problem with your setup. In my wheezy chroot, 
libodbc1 exists and is installable.

libodbc1:
  Installed: (none)
  Candidate: 2.2.14p2-5
  Version table:
     2.2.14p2-5 0
        500 http://ftp.ca.debian.org/debian/ wheezy/main amd64 Packages

https://packages.debian.org/wheezy/libodbc1

The output you copied says:

Does 'dpkg --get-selections | grep odbc' or 'apt-mark showhold' say 
anything about that?
