[Pkg-openldap-devel] Bug#845506: FTBFS arch-indep only

Hi,

openldap now fails to build when building architecture-independent
packages only. please make the chmod ldiftopasswd in rules either
conditional on existence of the file, or better, improve the rules file
with the respective targets in order to do the chmod only when building
binary-arch packages.
