I have just done this.

The Alioth repository is still there but I put in the pre-receive hook 
from https://wiki.debian.org/Salsa/AliothMigration#By_hand to disable 
pushes.

I opted in to the migration to the replacement alioth lists when asked. 
Assuming that does go through, changing the Maintainer address might not 
be necessary just yet.
