Hi,
OpenSSL 3.0 and up will use Apache-2.0, so there should be no licensing
issue with it anymore. And OpenSSL has been removed from
https://ftp-master.debian.org/REJECT-FAQ.html so there shouldn't be any
blocker to migrate even to libssl 1.1.
I can help with packaging 2.5 (as it's finally happening) and rewriting
d/copyright for it.
