libtspi-dev must not force OpenSSL 1.1 on packages that
are not ready for 1.1

At least pam-p11 is not even compiling with OpenSSL 1.1

Options to solve this issue:
- fix all r-(b)deps to compile and work with OpenSSL 1.1, or
- use OpenSSL 1.0.2 in stretch
