Matthias is using the Ubuntu package, that is still built with OpenSSL 1.0.2

The libssl-dev build dependency and the libssl-dev dependency in 
libp11-dev could be made (>= 1.1) to avoid such problems
(also to mark that this package shouldn't just be backported
to stretch unmodified).
