[pkg-opensc-maint] Bug#910133: opensc: Please include commented version of opensc.conf as example

Hi,

since 0.19.0, opensc's config file in /etc/ is reduced to the bare minimum,
but a commented version of opensc.conf is available in
'usr/share/doc/opensc/opensc.conf'.

Please include it in Debian's opensc package as an example.
Here's a patch:
