[pkg-opensc-maint] fix for 877122 seems easy?

James Bottomley poked me yesterday asking if I'd have a look at bug
877122. I just found a few minutes, and I don't understand offhand why
this hasn't been fixed yet?
It looks like simply removing the debian/rules content that tries to
force the engines directory is a complete fix. Is this just a vestige
of some point in history when pkgconfig wasn't doing the right thing, or
is there some other reason for trying to force use of --with-enginesdir
that I don't understand? If the latter, a more elaborate fix might be
required, but in the limited testing I just did, this highly simplified
debian/rules seems to work?
