[pkg-opensc-maint] Bug#1020526: opensc: fix for uninitialized variables from upstream

Dear Maintainer,

a while ago (in 0.22.0-2) the -Wno-error=maybe-uninitialized flag was added
to the build of the package to workaround (back then) gcc-11 new stringent
checks. I suspect one of those was in the base64.c file, which was now
fixed upstream[1] (the same issue affected pam-p11[2]). Therefore that
upstream patch could be added, and the gcc -Wno-error=maybe-uninitialized
flag could be dropped.
