[pkg-opensc-maint] Bug#1025802: opensc: Import new upstream version

Hi all,

as 0.23.0 has proper support of OpenSSL 3.0 it fixes several issues
that we are facing in testing/bookworm right now. One concrete example
can be found in [1].

It would be nice to have 0.23.0 in bookworm before we enter the code-
freeze phase.
